Question about a war

Hello, folks. Today, someone told me a news story that a war will occur between Janjan and North Concon in a few months. However, it's a rigged war. Janjan's current emperor paid North Concon a very large amount of money as a reward. The man who told me this news says at least 30,000,000 Janjan people will be killed in this war. This means approximately 25% of all people in Janjan will be killed. The reason is that Janjan's emperor and his comrades (aristocrats) need to eliminate all Janjan people who know the secret that they are not the true emperor and aristocrats of Janjan.
